Czech government analyzes merger of ZPMV and VoZP health insurers

The Czech government is initiating a comprehensive analysis regarding the potential merger of the Ministry of the Interior Health Insurance Company (ZPMV) and the Military Health Insurance Company (VoZP). Prime Minister Andrej Babiš announced that the ministries of health, finance, interior, and defense will collaborate to evaluate the financial stability, operating costs, and potential efficiencies of combining the two entities.

Josef Diessl, Director General of VoZP, estimated that the merger process would take between 12 to 18 months and cost between 500 and 600 million CZK. Diessl emphasized that any merger must include strong state guarantees to ensure that the consolidation does not jeopardize the funding of healthcare for insured members. He noted that combining these two specific insurers, which both originated from security sectors in the 1990s, could be logical if the goal is to reduce the total number of health insurance providers in the country.

The Czech public health insurance system currently manages nearly 600 billion CZK across seven insurers. ZPMV serves approximately 1.3 million members, while VoZP has about 700,000. The analysis will specifically assess potential savings, risks, and the impact on policyholders.
