Czech government proposes limits on short‑term rentals and lease chaining

The Pirate Party’s Young Government presented a draft amendment to the civil code that would restrict the practice of chaining short‑term rental contracts. Under the proposal, a landlord could sign contracts shorter than three years with the same tenant at most twice in succession; any further agreement would have to be for at least three years or be open‑ended. The aim is to give young people more certainty when planning work, study or family life.

At the same time, the Ministry of Regional Development, led by Minister Zuzana Mrázová, is preparing a separate legislative package to regulate short‑term accommodation platforms such as Airbnb and Booking.com. Inspired by Croatia’s system, the draft would require landlords to register in the eTourist database and allow municipalities to set limits on the number of days, square metres per person and seasonal restrictions for short‑term lets. The measures are intended to curb overtourism, protect local residents from noise and tax losses, and balance the interests of landlords and tenants.
