Czech Ministry of Industry failed to monitor 914 million CZK in startup support

The Supreme Audit Office (NKÚ) has identified significant failures in how the Czech Ministry of Industry and Trade monitored nearly 914 million CZK provided to the CzechInvest agency for startup support between 2021 and 2025.

According to the audit, the ministry failed to establish indicators to evaluate the actual impact of the funds, which were intended to facilitate company formation, international expansion, and technological testing. Instead, the ministry often monitored only the number of supported entities or relied on incomplete data. For instance, regarding 276 million CZK from the National Recovery Plan, the ministry only tracked the quantity of supported subjects, a metric the NKÚ states provides no insight into actual business development or success.

Furthermore, the NKÚ found that data regarding the impact of a 195 million CZK project was distorted because it was based on responses from less than half of the supported startups. The audit also noted that CzechInvest did not consistently enforce the submission of mandatory data, even though it possessed the authority to use sanction mechanisms. The ministry has acknowledged some shortcomings and noted that work on a new startup law is underway to better target future support.
