Czech municipalities face barriers to climate change adaptation

A survey by Wavin Czechia involving 300 municipalities reveals that while Czech cities are increasingly willing to invest in climate change adaptation, they face significant systemic barriers. The primary obstacles identified are a lack of funding, cited by 69% of cities, complicated property rights, cited by 60%, and the complexity of subsidy programs, cited by 51%.

The nature of these challenges shifts depending on the project's location. Within municipal boundaries, the main hurdles are related to subsidies and legislation. However, for projects extending into the surrounding landscape, the primary obstacle becomes property ownership, with 47% of municipalities reporting difficulties in cooperating with or accessing private landowners.
