Czech opposition challenges budget laws at Constitutional Court

The Czech political opposition has filed a proposal with the Constitutional Court to annul parts of the budget responsibility law. Representatives from ODS, STAN, Pirates, KDU-ČSL, and TOP 09 argue that the amendments, pushed through by Andrej Babiš’s government despite a presidential veto, threaten long-term fiscal sustainability and weaken parliamentary oversight of public funds.

The dispute centers on a proposed state budget deficit of 389 billion CZK for the upcoming year. While Finance Minister Alena Schiller defends the deficit as a necessary tool for economic growth and investment, the National Budget Council and opposition leaders warn of a “debt highway.” Critics claim the new rules allow the government to increase spending—such as for defense or strategic infrastructure—without sufficient parliamentary control.

In response to the budget proposal, the ODS party has signaled it will propose various spending cuts in Parliament, targeting subsidies for renewable energy fees and certain tax exemptions to reduce the deficit. Meanwhile, government supporters, including Vice-Premier Petr Macinka, have criticized the legal challenge as an abuse of the Constitutional Court for political purposes.
