Czech police reclassify charges in death of three-year-old girl

Czech police have reclassified the criminal charges against the father of a three-year-old girl, Viktorka, who died earlier this year. While he remains in custody, he will no longer face murder charges but will instead be prosecuted for intoxication.

According to police spokesperson Jan Daněk, the decision follows a psychiatric and clinical psychology expert report. The report concluded that the defendant's cognitive and controlling abilities were non-existent at the time of the incident due to an acute psychotic disorder. Under Czech law, intoxication is a specific exception where an individual can be held criminally liable despite being in a state of insanity.

In response to the tragedy, Justice Minister Jeroným Tejc has filed a disciplinary lawsuit against the judge who transferred the child from foster care to the biological parents. Tejc is also requesting an investigation into the activities of OSPOD (the Authority for Social and Legal Protection of Children). The Minister is proposing systemic legislative changes to better define child safety and establish interdisciplinary teams to improve information sharing during custody proceedings.
