Czech Senate likely to reject major building code reform

The Czech Senate is expected to reject a major amendment to the building code proposed by the governing coalition. The amendment aims to simplify and accelerate the construction permit process by introducing a centralized system of state construction authorities and replacing multiple complex steps with a single, unified proceeding.

Three Senate committees have recommended against the proposal, citing concerns that the bill is unclear, lacks sufficient data, and was introduced as a parliamentary bill rather than through the standard government review process. Critics, including Senator Zdeněk Nytra, have described the proposal as ‘unfixable’ through minor amendments.

The Economic Committee has suggested that the Chamber of Deputies should instead urge the government to submit a comprehensive building code reform through proper legislative channels. If the Senate rejects the bill, the coalition government may attempt to override the veto in the lower house.
