Hanoi proposes resolution for violations in 12 major urban projects
Hanoi authorities are seeking public opinion on a draft resolution to address widespread land and construction violations across 12 major urban projects. These projects, managed by entities associated with Le Thanh Than, include sites such as CT6 Kien Hung, Dai Thanh, CT5 Tan Trieu, Xa La, Kim Van - Kim Lu, and the Linh Dam residential complex.
The violations involve building beyond approved scales, increasing floor areas and number of units, and unauthorized changes to building functions. In these 12 projects, there are approximately 18,000 more apartments than originally planned, creating significant pressure on local infrastructure.
The proposed resolution categorizes violating structures into three groups: those permitted to remain as-is if they meet safety and infrastructure standards, those allowed to remain under specific conditions for future rectification, and those that must be demolished. For residents facing relocation, the city is considering options such as financial compensation, exchanging for equivalent housing, or prioritizing access to social housing.
In other regional developments, Da Nang has approved a 1,348 billion VND investment for the Hoang Van Thai Plaza complex, a 28-story residential project. Additionally, Da Nang is reclaiming 190 apartments from three degraded apartment buildings—Hoa Cuong, Thuan Phuoc, and Hoa Minh—to facilitate relocation and demolition due to safety concerns.
