Dallas is facing a projected $51 million budget deficit driven by inflation, rising public safety costs, and weaker tax growth. To manage the shortfall, the city has implemented hiring freezes, travel bans, and furlough days. City Manager Kimberly Bizor Tolbert warned that these financial pressures are likely to persist in future budget cycles.

Part of the fiscal challenge stems from Texas state law, which limits property tax revenue growth to 3.5% without voter approval. This restriction complicates the city's ability to cover rising payroll, pension, and service expenses. Other major Texas cities, including Houston and San Antonio, are also reporting significant budget shortfalls.

Despite these constraints, public safety funding remains a priority. The Dallas Police Department is slated to receive $1 million for Verkada AI-powered surveillance cameras as part of a $4.6 million agreement with STS360 to replace existing CCTV equipment. Officials noted that while the technology provides advanced analytics, the department will not use facial recognition.
