Brazil 2026 Elections: Provisional detainees cast votes in second round
During the second round of the 2026 Brazilian elections, approximately 13,000 provisional detainees exercised their right to vote at polling stations established within correctional facilities. Among those who cast ballots at the Papuda Penitentiary Complex in Brasília were former banker Daniel Vorcaro and former INSS president Alessandro Stefanutto. Both individuals are currently held under preventive detention, a legal status that allows for the maintenance of political rights as they have not yet received definitive criminal convictions.
In contrast, former President Jair Bolsonaro was unable to vote due to the suspension of his political rights following a definitive conviction by the Supreme Federal Court (STF) related to a coup attempt. Under Brazilian law, while provisional detainees retain the right to vote, those with a final, unappealable sentence (trânsito em julgado) are barred from participating in elections for the duration of their sentence.
Data from the Superior Electoral Court (TSE) indicates that São Paulo holds the highest number of eligible provisional voters, followed by Bahia and Maranhão. The TSE also provides voting sections for adolescents in socio-educational detention centers who meet the age requirements.
