Daniel Vorcaro and Marcelo Cohen discussed COP30 solution

Messages recovered by the Federal Police reveal discussions between former banker Daniel Vorcaro and businessman Marcelo Cohen regarding a “solution” for the COP30 climate conference in Belém. Cohen, the owner of Qualitours, was contracted by the Brazilian government to arrange cruise ships for delegation lodging due to local accommodation shortages.

In messages dated February 27, 2025, Cohen claimed the federal government was “desperate because of COP30” and suggested that implementing this solution could make Vorcaro and Banco Master appear as the “savior of the fatherland” by enabling the event. Cohen specifically stated that President Lula and Minister Rui Costa were “desperate.”

Qualitours issued a statement asserting it was regularly contracted by Embratur and that its services were provided successfully and in accordance with technical requirements. The company maintained that the operation did not involve the participation of Banco Master or Daniel Vorcaro.
