Daniel Vorcaro eligible to vote from Papuda prison

Daniel Vorcaro, the former banker associated with Banco Master, is eligible to vote in the first round of the 2026 elections. Currently held in preventive detention at the Papuda Penitentiary Complex in Brasília, Vorcaro's electoral status is listed as “regular” by the Superior Electoral Court (TSE).

Vorcaro is under investigation in the “Caso Master,” which examines suspected schemes affecting national institutions. His defense stated that his political rights remain intact, as the Constitution dictates that the loss of political rights only occurs following a definitive criminal conviction.

The ability of provisional detainees to vote in this election follows a TSE decision to suspend provisions of Law 15.358/2026. The court ruled that the law, which prohibited electoral registration for prisoners, could not be applied to this specific election cycle without violating the principle of electoral annuality.

In the Federal District, 170 provisional prisoners have been authorized to vote. Voting will take place at designated sections within the Papuda, the Penitentiary Progression Center, and the Federal District Women's Penitentiary (PFDF), using electronic voting machines brought directly to the facilities.
