Danish municipal liquidity hits record highs amid stalled public debt collection

Danish municipalities are experiencing record-high liquidity levels. According to data from the Ministry of Economy and the Interior, the average liquidity per inhabitant reached 12,300 DKK by the end of the second quarter. Ringsted Municipality stands out with 16,986 DKK per inhabitant, ranking third nationally behind Brøndby and Copenhagen. Mayor Andreas Karlsen noted that while the 611.7 million DKK reserve is a sign of health, municipalities face restrictions on spending these funds on welfare and infrastructure without state sanctions. He suggested using the surplus to reduce municipal debt, including previous loans in Swiss francs.

In contrast to rising municipal reserves, the National Audit Office (Rigsrevisionen) reports that the collection of public debt has stalled. The total debt owed to the state by citizens and businesses stood at 177.1 billion DKK at the end of 2025, a level nearly identical to that of 2020. Auditors concluded that the systems for recovering these massive debts are not functioning effectively, as the total debt has stagnated rather than decreasing over recent years.
