Danish municipalities fail to meet childcare staffing laws

New data from Statistics Denmark reveals that eight Danish municipalities failed to meet legal minimum staffing requirements for childcare facilities in 2025. The regulations mandate a ratio of at least one pedagogical staff member per three children in nurseries and one per six children in kindergartens.

Of the eight non-compliant municipalities, four failed to meet nursery requirements and seven failed to meet kindergarten requirements. While this represents an improvement from 2024, when 14 municipalities were non-compliant, Minister for Children, Seniors and Housing Jacob Mark described the failure to meet legal standards as serious, emphasizing that children require consistent adult presence and care.

Thisted Municipality is among those failing to meet the kindergarten ratio, reporting 6.2 children per staff member. Casper Søe Larsen, chairman of the Child and Youth Committee in Thisted, characterized the deviation as marginal, noting it was only 0.2 percentage points off the target. He added that the municipality expects to meet all requirements by 2026 and noted that averages can be skewed by individual institutions.
