Danıştay suspends teacher classroom observation directive

The Council of State (Danıştay) 2nd Chamber has issued a stay of execution regarding a directive issued by the Ministry of National Education concerning the observation of teachers' classroom activities.

The directive, which was intended to be implemented for the upcoming academic period, allowed school principals and department heads to observe teachers during lessons and fill out performance forms. This system was designed to monitor, evaluate, and use the results to plan professional development processes for educators.

In its assessment, the court indicated that the procedures and principles for teacher professional development plans and applications must be determined by regulation in accordance with the Teaching Profession Law No. 7528. Consequently, the Ministry's system for monitoring and evaluating classroom activities through specific criteria and standardized forms is currently suspended.
