Dario Durigan proposes Brazil's Revenue Service act as state intelligence platform

Brazilian Finance Minister Dario Durigan has proposed a paradigm shift for the Federal Revenue Service (Receita Federal), advocating for its role as a strategic intelligence platform for the state rather than a mere tax collection agency.

Speaking at the 4th Tax and Customs Law Congress, Durigan outlined four key pillars for this evolution: acting as critical state infrastructure, using data to support public policy design, modernizing oversight through aggregated data analysis, and incorporating artificial intelligence. He noted that the information produced by the agency could assist the Executive, Legislative, and Judicial branches, as well as control bodies, in decision-making processes.

Durigan highlighted the potential of data-driven oversight, citing a joint effort with the National Agency of Petroleum, Natural Gas and Biofuels (ANP) to monitor fuel tax exemptions. He also emphasized that the upcoming tax reform will significantly enhance the agency's analytical capabilities by facilitating data sharing between federal, state, and municipal governments.
