Data center expansion sparks energy and environmental concerns in Norway and Denmark

Concerns are growing across Scandinavia regarding the rapid expansion of commercial data centers and their impact on national energy grids and natural resources.

In Norway, specifically in the Agder region, there are calls for a temporary halt to data center construction. Critics argue that large-scale projects, such as the Bulks NO1 campus in Vennesla/Kristiansand, could consume the majority of the county's hydropower, potentially displacing power-intensive industries that provide local employment. In Sirdal, authorities have paused implementation of a project at Ertsmyra to evaluate the legality of municipal plan changes following environmental concerns.

In Denmark, debates focus on the lack of transparency regarding how much electricity data centers consume and for what purposes. There is tension over how Energinet should prioritize energy distribution between domestic companies and large international tech firms. While the government suggests that data centers must prove they are ‘samfundskritiske’ (socially critical) to receive priority, officials currently lack a detailed overview of energy distribution between essential services, such as healthcare data and digital infrastructure, versus general AI processing and social media usage.
