Data embassies emerge as strategy for digital sovereignty

Governments are increasingly exploring the concept of ‘data embassies’ to ensure continuity of government amidst rising geopolitical instability, cyberattacks, and climate risks. According to analysis from Gartner, these digital enclaves allow a nation to maintain critical digital infrastructure on foreign soil through bilateral agreements while retaining full legal sovereignty and control.

To protect sensitive databases, these embassies utilize strong end-to-end encryption, with decryption keys held exclusively by the originating country. This strategy, known as ‘distributed sovereignty,’ aims to separate essential data and applications from physical geography. Gartner predicts that by 2029, at least 15% of countries in geopolitically unstable regions will establish formal data embassy agreements to safeguard their digital assets.
