Davao Region reports high literacy struggles among learners

Data from the Second Congressional Commission on Education (EDCOM 2) reveals significant literacy challenges in the Davao Region. According to Department of Education assessments for the start of School Year 2026–2027, 48 percent of learners in the Davao Region and 45 percent in Davao City were classified as struggling readers, compared to a national rate of 45 percent.

The literacy gap extends into secondary education. Assessments from the end of School Year 2025–2026 indicate that 45 percent of Grade 11 learners in the Davao Region were at the “Frustration level,” signifying serious reading difficulties. In Davao City, 46 percent of assessed Grade 11 students were at this level, while only 25 percent were classified as independent readers.

Provincial data shows Davao Oriental had the highest proportion of Grade 11 learners at the Frustration level in the region at 63 percent, followed by Davao del Norte and Davao Occidental at 56 percent each. EDCOM 2 Executive Director Karol Mark Yee emphasized the need for immediate action to address illiteracy, particularly among children in Grades 1 to 3.
