David Kafulila Says PPP Strategy Vital for Tanzania’s Economy

David Kafulila, Director‑General of the Public‑Private Partnership Centre (PPP‑CENTRE), told logistics experts at the CILT annual conference in Dar es Salaam on 30 July 2026 that public‑private partnership (PPP) is not optional but a deliberate, strategic tool to rescue Tanzania’s economy and boost operational efficiency. He highlighted three main reasons countries adopt PPPs – attracting private capital, introducing modern technology and improving management – and stressed that today’s growth depends more on knowledge and skills than on natural resources.

Prime Minister Mwigulu Nchemba responded to a request from the National Institute of Transport about financing short technical courses, confirming the government had received the appeal and would consider a “friendly” financing model, citing the Samia Scholarship scheme as an example of merit‑based support.
