David Petraeus: Innovation and production will decide Russia-Ukraine war outcome

Former CIA Director David Petraeus states that the Russia-Ukraine war is entering a decisive phase, where the outcome will depend on which side can most rapidly convert technological innovations into mass production and lasting military advantages.

Ukraine has demonstrated a significant ability to adapt quickly, with soldiers, engineers, and defense companies identifying problems and testing solutions in combat conditions at high speeds. However, Petraeus notes that true adaptation is only achieved when these improvements reach the front lines in sufficient scale to alter the balance of power.

While Russia has increased its military production and capabilities, Ukraine's strategy focuses on preventing significant Russian territorial gains through skilled land operations, drone usage, precision strikes, and air defense. Petraeus also observes that Russia's current contract-based military service appears insufficient to compensate for losses, explaining Moscow's preparations for a new stage of mobilization.
