Several NATO members have reportedly viewed the questionnaire as a form of extortion, suggesting that ideological alignment may be a prerequisite for continued U.S. military protection. This comes amid announcements of U.S. troop reductions in Europe, including a planned withdrawal of 5,000 soldiers from Germany. NATO Secretary General Mark Rutte has characterized the review as a logical step given increasing European defense spending.
