Debrecen to restructure municipal rental housing system

The city of Debrecen is restructuring its municipal rental housing system to prioritize social criteria. Under the new regulation, 200 apartments will become available to eligible residents through three distinct categories: social, cost-based, and market-based.

Instead of a bidding system for rent, applicants for social housing will be ranked using a criteria-based procedure. Priority factors may include low income, disability, chronic illness, large families, single-parent households, or individuals living in transitional family homes.

While a 15 percent rent increase is expected—the first since 2017—municipal rates are intended to remain significantly below market prices. The city also continues to support young workers under 35 through the Főnix Housing Program. If approved by the city council, the new regulations are set to take effect on October 1.
