Decatur and Joplin amend zoning laws for data centers

Municipal leaders in Decatur and Joplin are implementing new zoning regulations to manage the development of data centers.

In Joplin, the City Council approved Council Bill 2026-271 in a 5-4 vote. The new ordinance establishes standards for noise, lighting, water use, and cooling systems. A key component of the approved measure was a last-minute amendment proposed by Mayor Rob O’Brian to double the required setback from residential and public-use properties from 300 feet to 600 feet. The decision to remove a special use permit requirement—which would have mandated individual public hearings for proposals—remains a point of contention among residents and council members.

Similarly, Decatur has moved to amend its city zoning laws specifically regarding data center operations.
