India identified as potential Al-Qaeda target in declassified 1998 CIA briefs
Newly declassified CIA documents, released to mark the 25th anniversary of the September 11 attacks, reveal that Osama bin Laden had considered India as a potential target for terrorist attacks years before 9/11.
A presidential intelligence brief dated August 28, 1998, titled ‘Bin Ladin Terrorist Network Still a Threat’, identified India alongside several other nations, including Pakistan, Egypt, Kuwait, Saudi Arabia, Yemen, and Uganda. Nigeria was also noted as a possible target. The brief assessed that bin Laden’s network could rely on individuals and allied groups in at least 60 countries.
While the documents confirm India was on the radar, they do not specify a particular target, a planned date, or specific operational details for an attack within the country. The intelligence also noted that bin Laden and other leaders had survived US missile strikes in Afghanistan and that their communications networks remained intact at the time.
