Declining school enrollment forces budget and structural changes

Public school districts are facing significant challenges due to declining enrollment, driven by falling birth rates and shifting demographics. Nationally, enrollment decreased by nearly 1 million students between 2014 and 2024.

In Arizona, enrollment has dropped by approximately 49,000 students since 2019, representing a 4.2 percent decline according to the National Center for Education Statistics. This trend is forcing state leaders and local districts to rethink funding models and organizational structures.

Mesa Public Schools (MPS) has responded to these shifts by implementing a small school model to maintain financial viability. This approach involves sharing resources and staff, and redesigning campuses into specialized STEM academies or college preparatory schools. To address a projected deficit for the 2025-26 school year, MPS identified nearly $18 million in necessary budget reductions, which includes the elimination of 42 certified staff positions.
