Defensoría de los Habitantes issues budget warnings and announces public outreach
The Defensoría de los Habitantes in Costa Rica has issued an urgent warning regarding proposed budget cuts within the Second Extraordinary Budget of 2026. The institution submitted observations to the Legislative Assembly's Treasury Affairs Commission, noting that the government plans to reduce the national budget by ¢167,968.23 million due to lower-than-expected tax revenue.
A significant portion of these adjustments involves reallocating surpluses from public institutions to cover debts and pensions. The Defensoría expressed concern over the reallocation of ¢14,483.28 million from the Social Development and Family Allowances Fund (Fodesaf), noting that 96% of these funds originate from Banhvi and IMAS. The institution is demanding clarity on whether these funds represent actual surpluses or a failure to deliver timely aid to vulnerable populations.
Separately, to mark its 33rd anniversary, the Defensoría is conducting a nationwide outreach program. On Tuesday, October 20, staff will be available in various public spaces, including parks in San José, Puntarenas, Limón, Bagaces, Buenos Aires, and Sarapiquí. These sessions allow citizens to file complaints, seek legal orientation, and receive guidance regarding public services.
