Defensoría del Pueblo addresses service disputes and environmental concerns in Panama
The Defensoría del Pueblo in Panama is addressing two separate issues regarding public services and environmental rights.
Regarding its headquarters in the Los Toneles Building, the institution denied allegations of irregular conduct or illegal appropriation of water and electricity services. The Defensoría clarified that it has been a tenant since January 2022 and that any legal disputes regarding the building involve the administration and the landlord, Promotora El Tecal, S. A. The entity stated that its lease agreement stipulates the landlord is responsible for property taxes and water service expenses, while the Defensoría maintains its own electricity supply contracts and pays those bills monthly.
Separately, the Defensoría announced it will open an official complaint following an inspection in the Pacora Home neighborhood. The investigation was prompted by citizen reports of a collapsed wastewater treatment plant, which has caused sewage overflows, foul odors, and the presence of pests like mosquitoes and rodents. Sotero Morales, the national director of Environmental Affairs, stated that the situation constitutes a violation of the right to a healthy environment. The institution will request information from several bodies, including the National Institute of Aqueducts and Sewers (Idaan) and the Ministry of Health, to address issues that also affect sectors in Panama East, Panama North, and San Miguelito.
