Delaware Army Reservist arrested on federal child pornography charges
Leobardo Carrasco, a 39-year-old Delaware Army Reservist from Wilmington, has been arrested and charged in federal court following an investigation into the solicitation and production of child pornography.
According to court documents, Carrasco allegedly used Snapchat to communicate with multiple minors, engaging in sexually explicit conversations and sending nude photographs of himself. He is accused of soliciting sexually explicit videos and photos from children. In one instance, authorities allege Carrasco convinced a 9-year-old girl to share her location via the app. He then reportedly traveled from Delaware to her residence in Maryland during the night to attempt to convince her to leave with him, though the child did not enter his vehicle.
Carrasco faces multiple federal charges, including production, receipt, and possession of child pornography, as well as travel with the intent to engage in illicit sexual conduct. If convicted, he faces a mandatory minimum sentence of 15 years in federal prison. The investigation was a collaborative effort involving the FBI Baltimore Child Exploitation and Human Trafficking Task Force, the Anne Arundel County Police Department, and the Army Criminal Investigation Division.
