Delaware man sues Attorney General over domestic violence prosecution
Tymothy Moyer has filed a federal lawsuit against Delaware Attorney General Kathleen Jennings, a deputy, and a state victims advocate. Moyer alleges the officials conspired to deny him “equal protection” under the law due to his African American identity by declining to prosecute his former domestic partner following an assault in February 2024.
The assault allegedly resulted in a “permanent traumatic brain injury” for Moyer. The lawsuit also names the University of Delaware and one of its officials as defendants, claiming the institution failed to sufficiently discipline the alleged attacker, Michael Uzu. While the university found Uzu violated student conduct policies regarding domestic violence, it issued a deferred suspension until December 2025, allowing him to continue his Ph.D. studies.
