Delcy Rodríguez’s Interim Rule Faces Constitutional Void as Venezuela Lacks President

Venezuelan legal experts warn that the country is currently without a president after the constitutional deadline for Delcy Rodríguez’s interim leadership expired. Ex‑Supreme Court magistrate Blanca Rosa Mármol de León said the only legal recourse is to call elections within 30 days and urged a citizen‑led transition.

On the same day, Rodríguez announced the appointment of Román Maniglia as the new superintendent of the National Integrated Customs and Tax Administration (SENIAT, "Seniat"), replacing José David Cabello, who will lead state petrochemical firm Pequiven. Maniglia, a former bank executive with experience in digital finance, is tasked with advancing the digitalization of Venezuela’s tax system to boost revenue collection.
