Delhi Cabinet Approves Private Universities Bill, Reserving 25% Seats for Local Students

The Delhi Cabinet has approved the Private Universities Bill 2026, creating a legal framework for private universities in the national capital. Education Minister Ashish Sood, speaking on behalf of Chief Minister Rekha Gupta, said the legislation will allow new private institutions while reserving 25% of seats in every course for students from Delhi.

The bill introduces government oversight through the University Grants Commission, sets standards for faculty hiring, infrastructure, and financial accountability, and requires a minimum 30‑year land ownership or lease for sponsoring organisations. It is expected to be tabled in the Assembly during the ongoing Monsoon Session. Currently, Delhi has no private universities established under a state law, with higher‑education providers operating as deemed universities or affiliates of existing public institutions.
