Delhi Development Authority unveils Master Plan 2047

The Delhi Development Authority (DDA) has outlined key components of the Master Plan for Delhi-2047 (MPD-2047), aimed at transforming the city's Urban Extension areas into sustainable, well-connected neighborhoods. A central feature is the strengthened Land Pooling framework, which facilitates planned development of privately owned land through voluntary participation. The policy covers 105 revenue villages across six planning zones, with over 7,885 hectares of land already registered or pooled as of July 2026.

To accelerate implementation, the MPD-2047 introduces new development models, such as Town Planning Schemes for contiguous areas of at least 20 hectares. Additionally, the plan proposes allowing individual plots within Transit Oriented Development (TOD) corridors to convert from leasehold to freehold status. This change is intended to grant property owners more autonomy and encourage private sector engagement in systematic urban growth.

The DDA will oversee the approval of TOD initiatives and building plans, focusing on creating self-sufficient neighborhoods that integrate housing with essential amenities, including schools, healthcare, parks, and commercial centers. The framework also prioritizes infrastructure, with the DDA planning to directly develop roads 30 meters or wider to support integrated growth.
