The Delhi High Court has reserved its verdict on a Public Interest Litigation (PIL) seeking to ensure that homeless individuals and those displaced by demolition drives are included in the ongoing Special Intensive Revision (SIR) of electoral rolls in the national capital.

The petition, filed by Indu Prakash Singh, argues that the current house-to-house enumeration process conducted by Booth Level Officers (BLOs) creates barriers for people without fixed residences. The petitioner contends that those who have lost homes due to demolitions may struggle to provide proof of residence or access the enumeration process.

In response, the Election Commission of India (ECI) stated that homelessness and internal displacement are already recognized issues. The ECI maintained that it has existing policies and standard operating procedures in place, noting that Booth Level Officers are required to use Form 6 to trace and facilitate the enrolment of eligible homeless persons.

A division bench comprising Chief Justice Devendra Kumar Upadhyaya and Justice Tejas Karia observed that the court should not be tasked with monitoring every implementation detail, stating that “everything cannot be thrust upon courts.” The bench suggested the ECI should determine the most effective way to address these concerns.
