Delhi Police launches D4C to tackle bomb hoaxes and cybercrimes

Delhi Police has launched the Delhi Cyber Crime Coordination Centre (D4C) to address emerging digital threats. The center features two specialized wings: a Hoax Bomb E-mail Investigation Cell and an Online Crimes against Women and Children (OCWC) Wing.

The Hoax Bomb E-mail Investigation Cell is designed to investigate bomb-threat emails and other technology-enabled communications. It will focus on technical attribution and digital evidence collection, specifically targeting offences involving VPNs, anonymization technologies, and spoofed or anonymous emails. The cell will coordinate with telecom operators, internet intermediaries, and email service providers.

The OCWC Wing is tasked with the prevention, detection, and coordination of actions against technology-enabled offences targeting women and children. This wing will monitor complaints to generate intelligence on organized online sexual exploitation networks, repeat offenders, and cyber hotspots. It will work alongside the Indian Cyber Crime Coordination Centre (I4C) and the Special Police Unit for Women and Children (SPUWAC) to manage content removal and survivor support.
