Delhi Private University Bill proposes new regulatory framework

The proposed Delhi Private University Bill aims to establish a legal framework for private higher education institutions in the capital. A key component of the bill is a proposed 25% mandatory reservation of seats for Delhi-based students. However, the Academics for Action and Development Delhi Teachers’ Association (AADTA) has raised concerns regarding the bill’s impact on social justice and affordability. The association argues that without a strict fee ceiling, seat reservations may not guarantee accessible education.

Additional points of contention include the relaxation of land requirements for universities and provisions allowing existing institutions to be converted into private entities. The AADTA has also called for greater clarity on the use of publicly funded infrastructure and the protection of existing public assets, employees, and students during such transitions.
