To discourage private vehicle use, parking fees at authorized locations will double starting November 1, though Delhi Metro Rail Corporation (DMRC) facilities are exempt. Additionally, vehicles registered outside Delhi that do not meet BS-VI emission standards will be prohibited from entering the city from November 1 to January 31. The government will also strictly enforce a ‘No PUC, No Fuel’ policy at all 500 ANPR-equipped petrol pumps.

Construction and demolition activities will face significant restrictions, with a ban on dust-generating outdoor civil work from November 1 to January 31 and a total shutdown of all such activities from December 10 to January 20. Furthermore, the strategy targets 2,354 industries, requiring them to install online continuous emission monitoring systems (OCEMS) to control industrial particulate matter emissions.
