Deliveroo proposes 14 euro hourly pay for riders in Milan

Deliveroo is negotiating a new compensation model with a judicial administrator in Milan following an investigation into alleged labor exploitation (caporalato) that led to the company being placed under judicial administration in March.

The company has proposed a gross hourly wage of 14 euros and an increase in the fee per individual delivery to 3.77 euros, potentially starting in September. This proposal is currently under review by prosecutor Paolo Storari and the appointed judicial administrator.

Despite the proposed pay increase, Deliveroo maintains its refusal to classify riders as employees, rejecting the transition to a traditional subordinate employment relationship. This remains a primary point of contention, as the Milan Prosecutor's Office argues that changing the fundamental nature of the work relationship is necessary to address the issues identified in the investigation.
