Democracy Hub launches toolkit to combat modern authoritarianism

The Democracy Hub (D-Hub) has launched the ‘Kit Antiautoritário’ (Anti-Authoritarian Kit), a collection of tools designed to counter the rise of modern authoritarian leaders. Developed over two years through 130 interviews across 30 countries, the project offers 10 manuals containing 59 strategies and 141 pieces of advice to strengthen democratic action.

Key strategies include narrative shifts, digital communication, social movement building, and electoral mobilization. The toolkit emphasizes using emotions, storytelling, and lifestyle content rather than abstract ideas, and suggests building networks of digital influencers. It highlights successful precedents, such as using WhatsApp for volunteer organization in Brazil and India, and mobilizing young voters through influencers in France.

Complementing this practical approach, legal and political analysis warns of a shift in how authoritarianism operates. Contemporary movements may not rely on military force but instead use democratic mechanisms to erode institutions from within. This includes attacking the judiciary, delegitimizing the press, and framing political opponents as enemies of the people to reduce the limits on executive power.
