Denmark implements grid priority plan amid energy capacity constraints

The Danish Parliament has passed an emergency plan to manage a congested electrical grid, replacing the “first-come, first-served” principle with a four-tier priority system. This decision follows the rapid rise of electric vehicles, which accounted for 24.2 percent of all passenger cars in Denmark as of September 2026.

Under the new regulations, Energinet and local grid companies will prioritize connections based on societal needs. The highest priority is reserved for ordinary households, new homes, and critical functions such as healthcare, defense, and emergency services. The second tier includes the electrification of transport, heating, industry, renewable energy, and hydrogen production. Energy storage facilities like battery plants fall into the third category, while large data centers are placed in the lowest priority tier unless they serve critical societal functions.

The grid constraints are already impacting the business sector. Biotech giant Novonesis has expressed uncertainty regarding a planned factory expansion, considering whether to locate the project in Denmark or abroad due to potential delays in grid connection. Experts warn that these bottlenecks and bureaucratic hurdles could damage Denmark’s reputation as an attractive destination for industrial investment.
