The initiative aims to create a more efficient asylum and migration system by outsourcing the processing and housing of deportees to third-party partner nations. While specific host countries have not been officially named, Uganda and Rwanda have been frequently cited in discussions as potential candidates. Denmark has expressed expectations to be ready to begin transferring migrants to a partner country by the end of 2027, while Germany aims to reach formal agreements with third countries by the end of 2026.

The proposal has faced significant criticism from human rights organizations. Amnesty International and the Council of Europe have warned that these offshore centers could pose severe risks to human rights, potentially leading to arbitrary detention or ill-treatment. Furthermore, the UNHCR stated it has not yet been provided with specific details regarding the proposal and therefore cannot comment on the arrangements. The Group of Five is scheduled to reconvene in Munich at the end of September to continue developing the strategy.
