Denmark to implement new nitrogen emission quotas for agriculture
Denmark is preparing for a fundamental shift in nitrogen regulation for the agricultural sector, scheduled to take effect on January 1, 2027. Moving away from previous methods that primarily limited nitrogen input, the new system will introduce emission quotas to control the amount of nitrogen reaching coastal waters and establish basic leaching limits for the root zone of individual fields.
Central to this transition is NUAR (New Emission-based Area Regulation), a research-based calculation tool developed by Aarhus University in collaboration with the University of Copenhagen and SEGES Innovation. NUAR provides estimates of nitrogen leaching from individual fields based on factors such as soil type, climate, crop choice, and nitrogen application. While not a direct measurement, the tool is designed to provide reliable estimates to help target reduction efforts.
Professor Jørgen Eriksen of Aarhus University noted that while the new regulation offers farmers greater flexibility in how they meet requirements, it will also result in highly varied regulation across different agricultural holdings. The Danish Agricultural Agency (Landbrugsstyrelsen) is overseeing the implementation, with final limits and planning tools expected to be provided to farmers in September 2026.
