DHS surveillance in Minnesota targeted progressive groups and unions
Court documents unsealed in Minnesota reveal that the Department of Homeland Security (DHS) conducted extensive undercover surveillance operations targeting progressive organizations, labor unions, and activists. The operations, codenamed ‘Operation Puppet Master’ and ‘Project Whipple Shield,’ were launched following an immigration enforcement surge in the Twin Cities.
According to defense attorney Kevin Riach, federal agents infiltrated public meetings at churches, libraries, schools, and parks. The surveillance included monitoring private group chats, recording conversations, and compiling dossiers on individuals participating in constitutionally protected protests. Additionally, Homeland Security Investigations (HSI) used administrative subpoenas to obtain years of financial records from organizations including the Sunrise Movement, the Communications Workers of America, and the Service Employees International Union (SEIU).
The investigations were part of a broader federal effort to identify networks allegedly supporting ‘violent opportunists and agitators.’ While 15 individuals were charged in June with conspiracy to impede federal officers, the court filings indicate that many of the targeted organizations and individuals have not been accused of any crimes. Defense lawyers argue the surveillance was a politically motivated attempt to target political opponents rather than a legitimate criminal investigation.
