Turkey's 'Terörsüz Türkiye' frame law moves toward parliamentary approval
A draft law titled "Milli Dayanışma ve Toplumsal Bütünleşmenin Güçlendirilmesi" has been prepared as the legal backbone of the "Terörsüz Türkiye" (Terror‑Free Turkey) process. The proposal, consisting of 12 articles, aims to provide a framework for the PKK’s disarmament and surrender, offering sentence reductions for members who apply within six months (five‑year reduction for crimes under 15 years, ten‑year reduction for longer sentences).
MHP leader Devlet Bahçeli was the first signatory, followed by other MHP officials and TBMM President Numan Kurtulmuş. The AK Party group opened the draft for signatures of its MPs, setting a deadline of 17:00 on 4 August 2026. By that time the required signatures from AK Party deputies are expected to be completed.
The law is slated for submission to the TBMM Presidency on 5 August 2026, after which it will be examined by the Justice Commission and, if approved, placed on the agenda of the General Assembly for a vote before the end of the week. The draft has been discussed with several opposition parties, including DEM, and the government is seeking broad parliamentary consensus.
