Devon councillors warn of democracy dilution over ward changes

Councillors in Devon have expressed concerns regarding a “dilution of democracy” following the announcement of new interim warding arrangements. As the county and eight district councils are abolished, the total number of councillors will be reduced from 481 to 321.

Devon County Council has stated it does not endorse the government’s decision, citing a “demographic deficit.” Officials noted that the new boundaries, which were developed in just over three weeks, will result in larger populations per councillor and the combination of various communities. Some representatives have criticized the arrangements, suggesting that while urban areas like Plymouth and Exeter may expand into neighboring parishes, rural Devon faces less favorable configurations.

There are fears that the reduction in personnel will limit face-to-face community engagement and potentially disrupt improvements in children’s services and special educational needs and disabilities (SEND) support. Devon County Council is expected to decide in September whether to launch a legal challenge against the government's decision.
