Devon to form four new unitary councils, cutting councillors by a third
Four new unitary authorities will replace Devon’s current two‑tier system. The councils – Exeter Council, Torbay and South Devon, Greater Plymouth and Devon Council – are slated to launch by April 2028. Their creation will reduce the total number of elected councillors from 481 to 321, a drop of roughly one‑third, and will reshape ward sizes across the county.
The government has earmarked £900,000 for each new authority, amounting to £3.6 million in total, with a possible extra £150,000 per council to aid transitions in children’s and adult services. Joint committees comprising district and county representatives will be set up to oversee the hand‑over, for example a ten‑member committee for Exeter Council.
Local officials have defended the plan. Plymouth City Council leader Councillor Evans said the reorganisation does not erase community identities, while South West Devon MP Rebecca Smith has criticised the Greater Plymouth proposal, claiming it would absorb local villages. The restructuring proceeds despite a threatened judicial review by Devon County Council.
