Devrek Municipality corruption trial Zonguldak embezzlement allegations judicial proceedings

A trial involving 30 defendants regarding allegations of bribery, embezzlement, and irregularities at the Devrek Municipality is underway at the Zonguldak 2nd High Criminal Court. The defendants include the former Devrek Mayor, Çetin Bozkurt, as well as former Human Resources Manager Tuncay Ulupınar, former Accounting Manager Nafia Ç., and former deputy mayors.

During the hearing, a witness identified as M. Ç. testified that while overtime payrolls were issued in their name, the funds were allegedly diverted to the personal accounts of the individuals responsible for preparing the documents. The witness also addressed claims regarding an irregular severance payment of 491,070 TL.

Tuncay Ulupınar, who has been in detention for 18 months, requested release, stating he has attempted to compensate for public losses and has filed a criminal complaint with the Prosecutor's Office. However, the prosecutor requested that Ulupınar remain in detention pending the arrival of an expert report. The court decided to maintain the detention of Ulupınar and continue judicial control measures, such as travel bans, for other defendants.
