Tabung Haji RCI report debated in Malaysian Parliament

The Malaysian Parliament held a special session to debate the Royal Commission of Inquiry (RCI) report regarding the management and operations of Lembaga Tabung Haji (TH) between 2014 and 2020. The 211-page report revealed significant governance weaknesses, including political interference and improper profit distribution that failed to account for investment depreciation. The report noted that if Malaysian Financial Reporting Standards had been fully applied, TH would have recorded a net loss of RM1.4 billion in 2017 instead of a reported profit of RM3.4 billion.

Minister Zulkifli Hasan stated that the government delayed the report's release to allow TH time to implement recovery measures and stabilize its financial position. As of July 30, TH has implemented 75 percent of the 25 recommendations made by the RCI. Meanwhile, lawmakers from Barisan Nasional and Pakatan Harapan have called for a new RCI to investigate the period from 2021 to 2025 and have urged for greater accountability regarding those responsible for past mismanagement.

Additionally, TH is actively pursuing an arbitration award exceeding 884 million Saudi riyal from the Saudi-based firm Al-Rawda Real Estates Development & Project Management Co Ltd. This follows a 2024 settlement agreement where Al-Rawda paid only 14.9 million Saudi riyal of the 899 million riyal owed. The RCI identified Al-Rawda as one of 14 troubled investments linked to billions of ringgit in losses.
