DFB proposes Kompassmodell for Regionalliga reform
The German Football Association (DFB) presidency has agreed to submit a proposal for the “Kompassmodell” (Compass Model) at an extraordinary federal congress scheduled for December 18. The reform aims to restructure the Regionalliga by reducing the number of divisions from five to four, each consisting of 20 teams. Under this model, teams would be grouped geographically to minimize travel distances, and all four division champions would receive direct promotion to the 3. Liga.
DFB President Bernd Neuendorf stated that the model provides “reliability” and follows a majority from a nationwide club survey. If approved by a two-thirds majority of the 257 delegates, the new structure would begin in the 2028/2029 season, with the 2027/2028 season serving as a qualification period.
The proposal faces internal opposition. Reports indicate the DFB presidency decision was not unanimous, with six abstentions from amateur representatives. The Bavarian Football Association intends to introduce a counter-proposal known as the “22/5-Modell,” which would expand the 3. Liga to 22 clubs with five annual relegations. There are also rumors of a third proposal regarding a two-track fourth tier.
