DGCP implements new expert regulation for public procurement

The General Directorate of Public Procurement (DGCP) has enacted Regulation DGCP-SNCP-05-2026 regarding experts in public procurement. This new regulatory framework governs the selection, accreditation, and responsibilities of professionals tasked with the technical structuring and evaluation of bids in state contracting processes.

In compliance with Law 47-25, the regulation establishes the Expert Bank of the National Public Procurement System. Managed by the DGCP, this official registry will consolidate qualified professionals across various specialties, including technical, financial, and legal fields, to support contracting entities either internally or through external specialists when necessary.

DGCP Director General Carlos Pimentel stated that the measure aims to professionalize technical evaluators, ensure the independence of reports, and uphold the principle of value for money. The regulation also includes detailed provisions regarding incompatibilities and conflicts of interest, such as prior labor or corporate ties with bidders, to ensure objectivity and legal security in public administration.
